Well, it has happened a third time that I am aware of. Card-buyer and company trimmed a PSA 8, PSA experts graded it a 9, and the third different buyer of the 9 had it reviewed by PSA and the experts upped the grade to a PSA 10 where it now sits in a collector's 100% complete set registry.

Purchased by card-buyer/OCSI from PWCC on June 08, 2015 for $129.00.
The card was soon removed from the slab, trimmed on the left and right edges as shown, and sent to be graded again by the PSA professional experts. With the trimming not detected and the card now noticeably slimmer, the card became a PSA 9.

1st owner: Eight months later on February 07, 2016 the card was resold through PWCC and purchased by VCP masked buyer ID n***n for $260.10.

2nd owner: Two years and five months later the card was resold through PWCC on July 09, 2018 for $356.01 to VCP masked buyer ID e***m. The card received one of PWCC's rare "eye appeal" stickers, which is rare in that it wasn't one of PWCC's own cards.

3rd owner: One year later the card was once again resold through PWCC on July 15, 2019 for $320.26 to VCP masked buyer ID i***p and once again the card received one of PWCC's rare "eye appeal" stickers.

Soon after the purchase the PSA 9 card was sent to PSA for a grade review and they once again missed the trimming alteration. After re-evaluating the trimmed card they changed the grade to a Population 1 of 2 PSA 10.

The freshly graded PSA 10 card now resides in a collector's Set Registry.
